Is there any mobile phone software that can manage only certain user to send data via bluetooth?

I have a mobile phone with bluetooth, but I find it troublesome to activate and deactivate it each time I want to receive some data from my PC or other bluetooth users. I wonder if there is a software to "block" any data income except some certain users that I can manage to be permissible.
